Almost all of the variance comes from three things: how many genuinely distinct page layouts there are, whether the content is written and supplied or has to be produced, and how many third-party systems have to be wired in. A five-page brochure site with supplied copy and no integrations sits near the bottom of that range. A site with a booking flow, a payment gateway and a login sits near the top, because each of those needs its own testing.
The number that catches people out is not the build, it's what a cheap quote leaves out — hosting, a content management setup someone non-technical can actually use, and the work after launch.
